"أنها تتدفق الآن كما لو كانت موجة عاتية تغمر المملكة كلها، تتفرع إلى شبكة هائلة متشعبة، تغلي منبثقة من الأعماق كأنها نبع فياض ثم تختفي تماما تحت الأرض.. إضرابات سياسية واقتصادية، إضرابات جماهيرية، إضرابات عامة وإضرابات جزئية، مظاهرات وإضرابات تصحبها معارك.. إضرابات عامة في فروع الصناعة المختلفة وإضرابات في المدن المختلفة.. مظاهرات سلمية وحرب شوارع. كل هذه تتداخل وتتقاطع مع بعضها البعض وأحيانا تسير في نفس الاتجاه.. ظاهرة تشبه بحرا دائم التحرك والتقلب."


هكذا كتبت روزا لوكسمبورج في كتيبها العظيم الإضراب الجماهيرب. ومعظمنا لم يعش أحداث إضراب جماهيري ثوري ضخم، لم يشعر بحماس وقوة العمال، بطاقة الفعل الثوري وهي تتفجر بداخلهم، لم يتعلم كيف يتطور وعي العمال بسرعة فائقة عندما يندرجون في النضال. ولحسن الحظ فكتيب روزا لوكسبورج يمكن أن ينقل لنا تلك الخبرة ببراعة فائقة.

كتبت روزا هذا الكتيب وقت وجودها في فنلندا 1906-للتعافي من فترة السجن الذي قضتها في ألمانيا. وولدت روزا في بولندا عام 1871 ومنذ نهاية تسعينات القرن التاسع عشر وحتي مقتلها عام 1919 عاشت روزا كمفكرة اشتراكية بارزة ومناضلة في موطنها بولندا بداية ثم في ألمانيا. قتلت روزا أثناء الثورة الألمانية بعدما رأت الأفكار التي خطتها في "الإضراب الجماهيري" وهي توضع محل التطبيق في ثورة 1917 في روسيا.


وهاجم "الإضراب الجماهيري" أفكار القيادات النقابية الألمانية التي باتت معادية تماما لفكرة الإضرابات السياسية والاقتصادية، فقبلها بشهور اجتمع مجلس اتحاد النقابات بكولونيا تحت شعار "السلام والهدوء هي ما تحتاجه النقابات الآن". فالبيروقراطية كانت تخشى الإضرابات الجماهيرية إلى تداعى سلطتها ونفوذها داخل الحركة العمالية. وكانت تخشي أن تدمر الإضرابات النقابات والمؤسسات العمالية التي تعيش البيروقراطية من ورائها. وحتى أولئك الذين قبلوا الإضراب من حيث المبدأ فقد رأوه كسلاح تكتيكي تشهره القيادات العمالية عندما تصل مفاوضاتها مع الرأسماليين إلى طريق مسدود.


وبدورها سخرت روزا من تلك الأفكار، فقد درست عن قرب الإضرابات الكبري التي جرت في بلجيكا في تسعينات القرن التاسع عشر، والاهم من ذلك تلك الإضرابات التي جرت إبان الثورة الروسية عام 1905 (والتي نستعرض أحداثها في مقال آخر هذا العدد)


أوضحت روزا أن الإضرابات ليست مجرد سلاح يشهره أي شخص وقتما يشاء -خاصة لو كان هذا الشخص من البيروقراطية النقابية- بل على العكس من ذلك، فهذه الإضرابات تندلع فجأة بشكل عفوي، بشكل غير متوقع في بعض الأحيان، ولأسباب طارئة، وليس نتيجة لتكتيك تم الاتفاق عليه في غرف مليئة بالدخان بين عدد محدود من الأشخاص. الإضراب الجماهيري ظاهرة طبيعية تخرج من قلب الصراع الطبقي، ليس أداة فعالة لنضال الطبقة العاملة فحسب، وانما هو "..طبيعة حركة الجماهير البروليتارية"


الأهم من ذلك أن روزا أوضحت أنه بدلا من يدمر النقابات العمالية، كما يدعي القادة النقابيون، فالإضراب الجماهيري -في الواقع أي إضراب- يعيد الحياة والحيوية لتنظيمات الطبقة العاملة.


".. فمن قلب العاصفة ومن الزوابع، من النار ومن بريق الإضراب الجماهيري، من معارك الشوارع.. تصعد ثانية.. مثل فينوس من قلب الأمواج.. تصعد نقابات عمالية شابة، عفية، مقاتلة.."


لقد أظهر منهج روزا الجدلي بوضوح، وللمرة الأولى، الآليات وطبيعة الإضرابات الجماهيرية، وحسب وصف روزا .." هي النبض الحي للثورة وفي الوقت نفسها دفة قيادتها القوية.." وأوضحت لنا أنه في فترة النضال الجماهيري، ورغما عن أنف القيادات النقابية، تسفر الإضرابات السياسية عن مطالب اقتصادية، وتسفر الاضرابات الاقتصادية عن مطالب سياسية، فالاثنان مرتبطان لا ينفصلان، يغذي كل منهما الآخر:


.. بعد انحسار موجة النضالية السياسية تترك بعض الزبد على الأرض، ومنه تندلع ألف نبتة من النضال الاقتصادي.. وعلى العكس، فنضال العمال الاقتصادي الدائم ضد الرأسمالي يبقى طاقاتهم السياسية حية في أي فترة، يكون نضالهم الاقتصادي ينبوع متجدد من الطاقة الثورية..


وهذه النضالات السياسية والاقتصادية تمثل ركن أساسي في الثورة وتميز الثورة الاشتراكية عن الثورات الأخرى .. لكي تستطيع الإطاحة بالرأسمالية تحتاج البروليتاريا إلى درجة عالية من التربية السياسية العملية، عبر النضال المستمر..على طريق الثورة..


ومن ناحية أخرى بذلت روزا كل جهدها لكي توضح أن تحليلها لا يعني بأي حال من الأحوال أنه لا ضرورة لاندراج العناصر المتقدمة في الطبقة العاملة حزب ثوري أو أنه لا دور للثوريين في الإضراب الجماهيري:


.. فهم -الثوريون- لا يمكنهم أن ينتظروا مكتوفي الأيدي صعود "الحالة الثورية"، أن ينتظروا أن تندلع الحالة الثورية وتهبط عليهم من السماء.. بل على العكس، يجب عليهم دائما أن يساهموا في دفع الأحداث وتطويرها..


لا يوجد كتيب مثل هذا باستطاعته تحميس القارئ بشرح الطاقة والتحرر الذي يجري في خضم النضال الجماهيري الثوري. أو يستطيع بمنتهى البساطة أن يوضح طبيعة الثورة الاشتراكية، وانها ليست مجرد الوقوف على المتاريس والاستيلاء على السلطة، ولكنها عملية طويلة الأمد من النضال السياسي.


".. إن الثورة تتطلب تدميرا كاملا للأساسات التي يقف عليها المجتمع، خفض أعلى طبقات المجتمع لأسفله، ورفع أدنى الطبقات في المجتمع لأعلاه. فالنظام (الاجتماعي) يجب هدمه وتحويله لفوضى، والفوضي الظاهرة (في السوق)، يجب تحويلها لنظام."


وأهمية هذا الكتيب بالنسبة لنا مرتبطة بالواقع الذي يتناوله -الواقع الروسي في 1905- فالطبقة العاملة صاعدة ولكن النقابات ضعيفة أو متواطئة، و"الإضراب الجماهيري" يوضح أن تقوية منظمات الطبقة العاملة وخلق أشكال تنظيمية جديدة مرتبط بالنضال القاعدي، هذا النضال لا ينفصل شقيه -السياسي والاقتصادي- بل يدفعان بعضهما البعض. يوضح لنا كذلك كيف ينفجر النضال الجماهيري فجأة وينمو حتى يكاد يهدد النظام الاجتماعي ككل. وأخيرا، يوضح أنه على الثوريين الاستعداد لمثل هذا الانفجار بالعمل على بناء الحزب الاشتراكي العمالي الثوري القادر على قيادة الغضب الجماهيري للإطاحة بالنظام الرأسمالي.

Yesterday millions of Egyptians glued in front of their TVs waiting for president Morsi’s recorded interview on Mehwer TV channel at 8 PM that actually started at nearly 2 AM !!! According to Presidency the interview was going to be aired on National TV as well other channels.

There were some official excuses said and claimed for this delay as I will list :
  • There was a technical problem in the Nile Sat !! “ I am sorry but the Nile Sat was working fine then and it is not live interview in the first place  !!”
  • The Presidency failed to broadcast the interview from the Presidential Palace “ WHY TO BROADCAST THE INTERVIEW FROM THE PALACE !!” as there was a problem in the fiber optics there and so they had to transfer the recorded interview to the National TV building in Maspero but there was another technical problem !! TECHNICAL PROBLEM IN NATIONAL TV BUILDING !?? Yes and that problem forced Amr El Lithy to take the recorded interview and head directly to the Media City in October !!! !!?
  • The MB members claim that Mehwer channel delayed the interview to air commercials !! First the TV channel was airing from 8 PM to 2 AM patriotic songs , second CAN ANY TV IN THE WORLD DELAY THE PRESIDENT’S INTERVIEW FOR NEARLY 6 HOURS TO SHOW ADS AND PRESIDENCY IS OK WITH IT ??
What really happened for and caused this delay ?? Why was not there a singly apology to the millions of the viewers waiting for that delay with a realistic excuse ??
People are speculating that the true reason of delay was in fact the editing of that interview especially there parts that seemed to be missing like a question about America who answer was still there. Some say that the interview was edited by Muslim brotherhood presidency team to avoid any mockery while others say that parts related to Iranian Egyptian relations were removed from interview.
Interestingly people like Dr. Bassem Khafagy paid attention closely to Morsi’s watch and found the following :
  • The beginning of the interview , it was 2.15 PM according to Morsi’s watch.
  • Then in the end it was 4.30 PM according to Morsi’s watch.
  • When Amr El Lithy asked him about Port Said it was 11.50 AM !!!!!!!!!!!!!!!!!!!!!!
Anyhow editing does not take all that time when the summary of the President’s interview was distributed all those newspapers , channels and websites by Presidency by 5 PM !!!!!??
Another riddle , another enigma we will know its truth hopefully soon.
By the way did Amr El Lithy explain to Morsi why he resigned from his position as his media advisor after the December 5,2013 Presidential Palace clashes !!?

It is based on a comment by Mrizik Hassan: 'Discussion about sexual issues or what married couples complain about are considered taboos that should not be addressed in our Islamic country, so sometimes there is a wife who needs to have her sexual needs satisfied and she does not have the right to ask for it. In other cases she is very frigid, and the man just rapes her. Sexual education should be an obligatory subject in secondary school.'

Lately, women on the streets of Egypt have been under assault -- threatened by looks, by words and by physical attacks. As more Egyptian women claim the freedom and power to enter the public sphere, they are being confronted with a growing wave of public sexual harassment.

This trend gained a sudden worldwide audience in 2006, when amateur videos captured crowds of men surrounding and groping women during a religious festival. These videos were shared on the internet for the world to witness.
Targets are not confined to a specific group. Women of every age and class are targets of obscene behavior, even those who dress modestly in veils.
Experts put forth many explanations -- the explosion of easily available sexual material, lack of education about sex and sexuality and Egypt's economy. Due to the high cost of living, couples are forced to wait to marry until later in life, leading, some say, to rising sexual frustration in a portion of the male population.
Whatever the cause, women are afraid to report the harassment to police, worried that they will be ignored, or worse, blamed for their attacks.
The Egyptian Centre for Women's Rights has declared this "a social cancer." Their campaign against public sexual harassment is fighting to enforce existing laws protecting women, create new legislation, and break the silence around this taboo subject.
I.M.O.W. spoke to Engy Ghozlan, Project Coordinator for the Egyptian Centre for Women's Rights.

How did you become involved in the campaign against sexual harassment?
You hear comments on the street like: "You belong to the house." "You shouldn't be on the street." It took me years to recognize that the depression I was having whenever I walked on the street was because I was not acting, I was just silent.
For me, it was an issue that I'm not going to be a victim of any sexual violence against me anymore. I felt that it's the time to move from being a victim to being one who helps others and helps herself to actually survive everyday on the street. I might not be able to stop it by myself but at least talking about it actually gave me the power to feel that I don't have to feel sad anymore, I know that I am doing something, and this is enough for me until I reach the day I can see legislation that can protect me and other girls on the street.
Does the sexual harassment occur in a variety of settings? It's on the street -- but is it also in homes and schools?
Yes, it happens in houses, it happens in schools and universities, it happens, of course, in the workplace. Girls who have to work in shops or restaurants, the owners use them sexually. They are sure that she can't leave, and she can't go and tell anyone because it is her reputation that she'll be hurting.
Girls sometimes face sexual harassment on the street. If they stopped and told the guy, "Don't do this!" or "You're attacking me!"--sometimes people on the street don't support a girl-- they actually blame her.
In Egypt, if a girl goes to a police station, people start gossiping about her. So girls can't go to the police, girls can't talk about it. Our first idea was to break the silence and let girls start talking.
Is it hard to do this in a culture where there's not a lot of conversation about sexuality in general?
At the time the campaign started, talking about sexual harassment or anything with a sexual nature was a taboo. There was this denial from girls, they said they didn't experience it, but when you talked to them a little bit away from sexual words, they started writing, and what they wrote was horrible.
We were really happy that, finally, people were talking about something that related to their sexuality or to their bodies. We found lots of girls who were blaming themselves for the issue. The girls thought that the reason they were getting harassed was because of their bodies and because their bodies were beautiful, whether they wore a veil or covered their faces or not.
Part of your campaign is to target both sides; you try to raise awareness among young men as well as women. Have you seen changes in the men you've worked with?
When you ask the question "Why do you sexually harass?" you get a very stupid answer from guys. They have this idea that girls like to be sexually harassed, at least verbally, because it gives them the impression that they are nice, they are beautiful, and guys think this is something that girls actually like.
But now, some of them say: "I think of my sister, I think of my mom. What if my mom was walking on the street and someone touched her? I would feel hurt, I would feel scared for her. I would feel I wanted to protect her. And maybe, thinking the other way, if I imagine that any woman on the street could be someone in my family, that would actually make me change."
For people who practice something like this for many years, just raising awareness is not enough to change their behavior. You need to change the circumstances around that behavior. The circumstance that is in our hands is to change legislation.
The economic situation that would allow men to get married sooner and actually start a life, to allow guys to find jobs and find themselves and have potential is not something that I can guarantee in the short term. What I can say is that if we had legislation along with a change in the economic and social situation, maybe one day soon we will see a change in the behavior.

Yemen is the only country in the Arabian Peninsula that is a signatory to the 1951 Refugee Convention and its 1967 Protocol. UNHCR established operations in Yemen in 1987 and expanded its work in the southern governorates in 1992 in response to the large-scale influx of Somali refugees. Yemen faces major challenges with a high number of refugees, internally displaced persons (IDPs) and mixed migration. Somalis arriving in the country are granted prima facie refugee status, while UNHCR conducts Refugee Status Determination (RSD) for other nationalities. UNHCR also coordinates on protection activities and provides assistance to IDP populations in the Yemen .

Egypt law-makers blame women victims for sexual violence
Amnesty International condemns comments by Egyptian members of parliament which blamed
women protesters for a recent spate of sexual assaults in Cairo’s Tahrir Square.
The remarks were made on Monday during a session of the Human Rights Committee of the
Shura Council, Egypt’s upper house of Parliament.
Members of the Committee were reported to have said that women had brought the attacks
upon themselves by attending the protests; that they bore responsibly for the attacks; and that
women should not mingle with men during demonstrations.
The remarks reveal deep-seated discriminatory attitudes that throw into question the
authorities’ determination to eliminate sexual violence.
Amnesty International has expressed particular concern that such attitudes were voiced in the
Shura Council, which in the coming months is likely be asked to consider new legislation to
tackle sexual- and gender- based violence.
The organization has said it is difficult to see how an effective law to combat sexual violence
could be passed by law-makers who believe that women are to blame.
Amnesty International urges the Egyptian authorities to publicly condemn all sexual
harassment and gender-based violence.
A clear and unambiguous message is needed that women are not responsible, and that they
have the rights to freedom of expression and assembly.
Egypt is a state party to international human rights treaties which prohibit all forms of
discrimination, including on the basis of gender and requires the authorities to ensure gender-
equality.
In particular, under the Convention on the Elimination of All Forms of Discrimination against
Women, the Egyptian authorities are obliged to ensure officials refrain from engaging in any
act or practice of discrimination against women.
In a
briefing documenting the attacks
published 6 February 2013, Amnesty International
called on the Egyptian authorities to order independent investigations into the attacks in Tahrir
Square, and ensure the perpetrators are found and brought to justice in fair trials.
BACKGROUND
Violent sexual assaults against women, including rapes, have surged in the vicinity of Cairo’s
iconic Tahrir Square in recent months.
They peaked on 25 January 2013 during protests commemorating the second anniversary of
the start of the 2011 uprising that ousted President Hosni Mubarak. The attacks have been
carried out by groups of men and have lasted from a few minutes to over an hour.

سائق الميكروباص : مكنش ينفع غير الدوله الدينيه
انا : اشمعنا ؟؟
السائق : حتطبق الشريعه بجد
انا : يعني ايه تطبق الشريعه ؟؟
السائق : اديك مثل بسيط , نعمل اتوبيسات للرجاله و اتبوسيات للستات و نخلي الست تتفرغ لبيتها و عيلها
انا : طب انت شايف ان مشاكل مصر كلها واقفه علي ان الستات تبقي في اتوبيس و الرجاله في اتوبيس
السائق : ده مثل بسيط .. انت عارف العيل اللي بتعاكس , حتتربي و مش حتشوف بت مع واد تاني في الشارع
انا : و انت ايه اللي مضايقك لما يكون في بنت مع ولد في الشارع
السائق : نعم !!!! انت ترضي اختك تمشي مع ولد
انا : يعني مش فاهم ايه المشكله مع زميلها .. خطيبها , ابن عمها , و يمكن يكون الولد ده , انا اخوها
السائق : يعني ايه بنتي او اختي تمشي مع ولد و تتمرقع في الشارع
انا : يعني افرض بنتك عندها زميل ليها او حد معجب بشخصيتها و صديقها
السائق : ده انا اديها بالجزمه و اكسر لها رقبتها !!
انا : طب ما انت حتمنعها .. حتعمل كده من وراك
السائق : ما هي لو عملت كده وحياه امها ما حخرجها من البيت !! , طرطور انا ؟؟
انا : معلش بس انت ازاي تسمح لنفسك , انك تضرب بنتك ؟؟ هي مش انسان ناضج تقدر تحدد مصيرها ؟؟
السائق : ناضج ايه يا كابتن ؟؟ البنت ديه تبعي لغايه ما تتنيل تروح بيت جوزها و لو جوزها طرطور دي مش قصتي
انا : طب عدم الامؤخذه , الطرطور ده يعرفها ازاي ؟؟ قصدي مين حيجي يخطبها ؟؟ لو ميعرفهاش ؟؟
السائق : ما انا خلاص اخترت لها
انا : هايل , و يا تري لو عندك ابن ؟؟ حتختار له برضه ؟؟
السائق : بص انا حشوف اختياره لو عجابني تمام , لو معجبنيش حقوله لا ..
انا : يعني حتعقد معاه تقنعه ؟؟
السائق : اه , طبعا لو كبر ابنك خاويه ...
انا : طب و لو كبرت بنتك ؟؟؟؟؟
السائق : بس يا استاذ .. انت بتلف و تدور علي نقطه .. من الاخر عشان اريحيك .. البنات لازم تتربي مش تلبس لي ملزق و ضيق و تروح تصاحب ولاد و تقولي هي حريه .. لا مش حره
انا : ما حضرتك لو مربيها صح , هي من الاساس مش حتعمل حاجه غلط ....

انا مش عارف ليه في ثقافه سايده ان الاب او الاخ يمتلك بنته او اخته !؟!؟؟! ليه مش قادرين يقتنعوا انها انسان كامل زي الولد بالظبط ؟؟ و ليه متخيلين ان الكبت و الحبس هما الحل ؟؟؟ ميعرفوش ان الممنوع مرغوب .. يعني احبس و افصل و امنع و ابعد .. برضه لو في مشكله حتفضل موجوده .. اما لو اتكلم و ناقشت و تواصلت ... المشكله مش حتبقي موجوده , عشان خلاص طلعت للنور ... و اللي متعود علي الضلمه حيعيش طول عمره يخبي و يخفي في الضلمه , بس اللي متربي علي النور , بيبقي انسان حر , ناضج , عارف مصلحته ... مش بيخاف من حد عشان عارف انه في السليم ... فلتسقط سياسه الترهيب و تبدأ سياسه الاقناع و التوعيه !
